I've:

  * verified my DIP switch settings six ways to sunday,
  * reseated the chips,
  * cleaned them with IPA,
  * tested the DIP switches with a DMM,
  * cleaned my motherboard sockets and slots,
  * read, and reread the fine manual and the FAQ just to be safe,
  * and sacrificed a chicken** to the Great Wizard Woz

So, the obvious question;  What am I doing wrong?

Since you are redirecting Apple output with PR#2, all the
output has its high bit set.  That's normal for an Apple II.

Use an Apple terminal program and things will function normally.
