I don't know what it's used for specifically on the TWGS, but it's a
programmable logic part similar to GALs, other than being loaded from
RAM rather than having internal nonvolatile configuration.  The XC2064
contains 64 logic elements, each of which can implement a boolean
function of four variables and/or a flip-flop.  So it can handle
somewhat more complex logic than a GAL.
