Apple along with other 3rd party developers like EPYX published games
and software on tape on the apple. Are there any sites that have tape

1980(I think) was the last year that any tape software was released for the
Apple II, so only the very earliest Apple software was on tape. IIRC,
Virtual II(for Mac OS X) is the only Apple emulator that supports cassettes,
so nobody's developed any kind of format for Apple tape images.
I guess it depends on what it is that you want to preserve...
If you want the tape images, then .wav files or (apparently) *good* .mp3
files are the way to go. CiderPress can extract the programs and data
from cassette audio files to disk images.
On the other hand, if all you want to preserve are the programs, then
converting them to a disk format is probably the right answer, ranging
from quite easy for "single load" programs, to almost impossible for
programs that wrote and read data to/from the cassette.
