There were a few such programs.  Bob's was probably the first
commercial one.

While they are capable of a certain level of speaker-trained
recognition, they would not be confused with what we call
speech recognition today.  After all, how much can you do
with just zero crossings?

If you listen to infinitely clipped speech, you will notice that
it is non-trivial for an untrained *human* to recognize it!  ;-)
