tbh, I also encountered this doubt at first, but then by later
re-reading of the description I came to the conclusion that it was complete
(they sell the assembled version for about 20$ more).
The only parts missing are the 2 speech synthesizer ICs, which I did not
purchase. The board comes complete with all discrete components and ICs with
sockets ready to solder on. The only part you need to "assemble" is the
speaker cable which connects to the output of the Apple speaker and leads to
the input of the card so that you can use the connected stereo speakers to
handle the volume of the Apple speaker.
