If you by "a normal DOS" mean an unmodified standard version of DOS 3.3
(or 3.2 or 3.1): No, that's not possible.  DOS would have to run in the
Language Card (or some other equivalent RAM card), and that would require
some code for bank switching when needed.  And a normal DOS does not have
this bank switching code.  Therefore, modifications to the standard DOS
3.3 will be needed if you want to put it in the Language Card.
