Yes.

I found that some pre-16-sector games and such would boot successfully
with BASICS but not with BOOT13, and some with BOOT13 but nto with
BASICS.  I'm guessing that the most likely cuase would be the use of a
nonstandard bootstrap, and that BOOT13 and BASICS probably load the 13
sector "ROM" boot code at different addresses.
