I'm sorry guys, but I'm not up on these CPLD devices. Exactly what can
an 8bit Baby do? Can it model a whole Apple CPU with video, or is it
more restricted (maybe only handles I/O and doesn't implement a 6502
instr set)? Can it be used to develop a modern version of an Apple II
motherboard?

I believe it doesn't model the Apple II computer itself at all. It is usable for developing or building Apple II slot cards.
