I just checked the book. He says it's controlled by part of the
video scanner in the IOU. The delay before auto-repeat starts
is variable (534-801 ms) but the repeat rate is constant at
66.8 ms (~15 Hz).
So it's tied to the system clock and the video scanning rate,
not the CPU's clockrate. I think the autorepeat rate and text
flash rate will be different for PAL machines.
