Yes, Japan uses 100V, but 50 or 60 Hz, depending where you live!

(Living here, this kind of thing doesn't surprise me.)

I wonder if the Apple II power supplies here are different.
Retro-computing is still popular here, and Apple IIs sell
for outrageous amounts of money.
