You might want to have a look at the BOOT.COM file from the CPM 2.23
disk image. It contains a relocated version of the 13-sector boot code
that's also just 256 bytes long and works very well. It's 6502 code, not
z80, embedded into the z80 executable.
If you don't have a real Z80 softcard, the "Apple II Oasis" Emulator
does a good job at emulating it.
Here's the 13-sector boot code from CP/M's BOOT.COM. The only changes
from the ROM are in the marked lines if I looked right. This code wants
to live at $6000. You might see what you can do with it.
