 Looks simply like a knock-off of a Videx Video softswitch.  Yes it
plugs into a chip socket, just below the game port socket on a ][+.
The chip you remove gets put into the socket on the piggyback board.
One or both of the connectors plugs into the Videx video card.  There
is a 5 or 6 pin connector on the card for the softswitch.  Unplug your
monitor from the motherboard, and plug into into the pigtail.
