It's called a PLCC extractor. The one I have is a flat piece of metal
with a small curved hooked end, almost like a pick. I've been able to
create makeshift PLCC extractors in the past using just a paperclip,
by straightening it out and bending the it at the very end (a small bend,
just enough to slide under the chip for leverage).
You need to be careful though, you can end up cracking the plastic
around the socket if you use too much force or the paperclip (or similar
makeshift tool) isn't bent/hooked just right.
