When I got my Focus drive it wouldn't boot properly from Slot #7 on
either my IIgs or //e.  Moving it to a lower numbered slot helped
solve this problem.

I suspect that in your case the problem is a bit more complex and has
to do with the nature of the drive itself.  It could be suffering from
stiction and failing to boot as a result.
