The INIT has nothing to do with - that is done by the code in DOS in RAM.
If you have DOS 3.3 loaded you get a 16 sector disk.
If you have DOS 3.2 loaded you get a 13 sector disk.

You should leave the P6A state machine PROM in the card
and swap between the P5 and P5A according to which DOS you wish to boot.
[I may have the 5 and 6 reversed].
