has +5 volts, ground -5volts, +12 volts, and 7M
lines of the apple bus connected...  no address
, data lines or I/O select are connected

2 RCA ports on the daughterboard, and 1 8 conductor
connector...

There aren't any data, address lines connected, so there
isn't any ROM on the card.

Perhaps a video overlay
card?

There looks to be R/C filter on the main board,
leading to all lines going to the daughterboard.
