It could be a driver problem as David and Michael said, although if
you're using Apple's Drive Setup program I believe it creates driver
partitions on the disk which contain both the old and new drivers.
Another possibility is that the drive has been formatted as HFS+ (a.k.a.
Mac OS Extended). This format was only introduced with Mac OS 8.1, and
even then it can only be booted on a PowerPC Mac. I don't know what
would happen if you tried to boot System 7 from it, but make sure the
drive has been formatted as HFS (a.k.a. Mac OS Standard).
