Well, I'd guess that it's a Mac RGB to VGA adapter.  Mac RGB sends out 
pretty much the same signals as VGA, they just need to be re-routed to a 
different connector/pinout.  I have a couple (in use.)

Well worth it if you have a Mac with an older connector and a standard 
VGA monitor.
