I don't really understand how this device works, so I cannot give you a
definitive answer, but:

If it just allows you to connect to it via PPP or SLIP, then you use
SMTP/POP3/NNTP/HTTP applications on your Apple II (in other words, it
is just serving as a serial to ethernet bridge), then I don't see why
using it would be a problem.  This is the impression I receive from
website.

However, if you connect to this thing then run applications on it, the
answer would be no.

Also, if the device is programmable, the answer would be no (for
example: I have heard that some router/firewall devices actually run
Linux and you can modify it to run additional software).
