Yes. Use the built-in (ROM based) text Control Panel which is found in
the Classic Desk Accessory menu. You can access it at virtually any time,
and without the need to pre-load any software, by pressing and holding
down the Apple-Control-Esc keys. Alternatively you can power-up holding
down the 'Option' key and select '1' from the menu. It's similar to a BIOS.

Once inside, select 'RAM Disk' and set both the minimum and maximum
size to "0K" and exit by pressing Return. To have it take affect you then
need to cold-boot the machine (cycle the power) _or_, using a bit of
trickery, run the self-test diagnostic (Apple-Option-Control-Reset) and
interrupt it at any time with a warm-boot (Apple-Control-Reset). Either
way is fine, but the latter puts less stress on the powersupply. The ROM 3
IIgs lets you resize automatically with a warm-boot incidentally.

I rarely ever use the graphical (New Desk Accessory) Control Panel,
especially since it's so much faster and easier to use the text-based one
(and it's available while running 8-bit software in emulation mode).
