Agreed. Powering down would have to be treated as an interrupt, saving state in RAM, and power up as a return from interrupt. Bubble memory couldn't do it, since it is not randomly accessible as RAM. It looks more like a disk drive than RAM. Battery-backed SRAM could be used to replace the DRAM (using a custom SRAM board with flying leads to each of the three banks of DRAM.
