There is a program that does this. I think
maybe it came on Focus utilities disk?
On a pirated version of a collection of disk
utilities, I've seen a disk access meter
program. It ran on 8-bits.
It did not allow you to specify start, end
or # of blocks, but it did allow you to test
the speed of any prodos storage device.
