I have seen this in XP-sp1 (sp2 seems ok) when using themes and/or software like Window Blinds. Using XP in 'classic' mode seems to fix the problem. Interestingly, if I ran AppleWin after the launch attempt, Oasis would start also. I can't duplicate this completely so I can't send much info to Teodor.
