Yes. I have a Kaga Taxan RGB-IIB card which works in a II or IIe. I used 
it to drive the same montior that's now plugged into my IIGS.

There's also the RGB add-on card for the RAMworks auxiliary slot memory 
card. It has both digital and analogue RGB outputs.
