You are correct.
Having said this, there was a program in Nibble which allowed a
programmer to write a program (stored in a text file) and reorganize it.
The input was more of a structured BASIC than an extended BASIC (like
Applesoft). The output of the program was an Applesoft program. I think it
allowed something like this. However it would make sure LNX was a valid
label for the GOTO statement. Darned if I can remember what it was. I
remember looking at the code and finding hand tweaking some of the output
sometimes produced more efficient Applesoft.
