Sounds more like a ram IC is bad. Have you run the self-test?

EF ROM would be an earlier IIe not the enhanced board
from 1986. IIc has but one rom up in the front-middle.
Could be the CPU, but I'd suspect something else at this
point in time.

Unless you like messing with it, I'd suggest a trade with me
for a good working IIc. What is the model number on the bottom
of the case.

IIc ROMs are not compatible with any other Apple II.

Again, the IIc is a single eprom containing all of the ROM
except keyboard and chargen. II and II+ have D0, D8, E0, E8,
F0, and F8. Usually IIs can get away without D0 and D8, where
the II+ has a different F8 that has autostart firmware.
