Assuming that both versions can be run from subdirectories, this
can be done with a short Applesoft STARTUP program.

When ProDOS boots and loads BASIC.SYSTEM from the main directory,
it searches for a program called STARTUP, which can be a BASIC
program.

This startup program can ask you (in your favorite style of
interaction) which version you would like to run, then it
can set the prefix to the desired subdirectory and run
UTIL.SYSTEM using the "smart run" command, "-".

These are ProDOS commands, and so must be preceded by a
ctl-D character, like this:

210 PRINT CHR$(4)"PREFIX C2P50"
220 PRINT CHR$(4)"-UTIL.SYSTEM"
