Probably not.  First you would need a Localtalk card for your PC and then
you would have to get Windows NT/2000 Advanced Server and try to get
Macintosh Services to work with the Localtalk card.  I don't know if this
is possible at all.  Even if you were able to get it to work then getting
the Apple II Workstation Card to work with this setup is unlikely.  I have
only been successful getting my Workstation Card to work with a Macintosh.
