The Macs that supported Soft Power would provide a trickle current 
through the ADB system I believe.  Just enough to tell if the power on 
key had been pressed.

They also apparently did the same thing with some of their USB PowerMacs 
as I can turn on my G4/533 from the power button my USB keyboard.

I think these days that most PowerMacs and the Apple LCD displays don't 
fully power down unless you have them on a power strip that you turn off 
or you unplug them.
