Or maybe 0 or 1 wait states on the RAM, i.e. 1 wait state for slower RAM?

Since the Apple has no comprehension of wait states, I'd vote for the
ROM selection.  ;-)

But then why would it be dynamic--that is, controlled by a gate?

Could it be a ROM "bank selector" to select between two ROM images
if 2732's are installed?

Surely, someone has the Franklin manual...
