I tend to agree. Speeds vary from one machine to another
in general in that order, Apple II, Atari, then C64. However,
I also concur with you Michael, in that it depends on whether
you are speaking of 5.25, 3.5, or hard drive. Also, CD drives
are a question of the driver pushing them.  :o)
