It's kanji text. The particular text in question is both Japan and
Taiwan/Hong Kong, so it's impossible to tell. But I don't recall ever seeing
a Japanese text display card, but I am absolutely certain Chinese display
card(s) exists.

That tend to be more of a ... copy protection than shielding. During the
time when Apple II were popular in Taiwan, piracy were rampant. Even the
locally developed products were not immune.
