I don't know if any of the older cards will run at full speed or not, but there were still new CP/M cards being designed and sold after the IIgs came out which would be more likely to work at full speed.
A PCPI Applicard (MicroPro Starcard) will run full speed on a IIgs. Also gets along fine with accelerators.
