Question on ProDOS's BASIC.SYSTEM

A recent thread on BASIC.SYSTEM got me wondering...
Does BASIC.SYSTEM in ProDOS completely replace the version of Applesoft
in the Apple II's ROM, instead of just adding hooks to the existing
BASIC like DOS 3.3 does?
If it does completely replace ROM BASIC, doesn't this use up extra
memory unnecessarily? You would think the DOS 3.3 way is more efficient.
What advantage is there to replacing Applesoft when it's already there?
