Interesting thought but I just took a quick look through the Window
Resources from the Finder and there are no blank windows there so they
must be creating them on the fly.

Well, not necessarily.  You can do it that way but in the case of the
NewWindow2 call, you can tell it that the window template is a
resource instead of being a structure you have in memory which is what
many of the Finder windows do.  Why they didn't set up a default
window template for looking at the contents of disk volumes, I'm not
sure.
