It doesn't take anywhere near twice. The coercivity of 3.5" DD disks
is 650 oersteds, and 3.5" HD is 720 oersteds. Given how much manufacturing
variation there is, they're probably interchangeable in either direction,
except that some DD drives have a disk-inserted sensor where the HD
recognition sensor is on HD drives, thus won't recognize an HD disk at all
(can be worked around with tape).
That's not to say that I actually recommend using the "wrong" media, but
you can certainly get away with it in a pinch.
You may have been thinking about 5.25" disks, for which the DD and HD
coercivities were 290 and 660 oersteds, respectively. Those are
*definitely* not interchangeable.
