You'd need permission from both Apple and Microsoft (the latter for
Applesoft BASIC).  Neither company is known for being especially lax with
their intellectual property licensing policies.

The XBox IIgs emulator is probably the easier way to go.

Well, the Commodore 64 has the same BASIC as the Apple II does, just minus the graphics commands. It's located at a different memory address, but if you know the Applesoft internals, you'll have no trouble finding them on the 64.

So, someone must have either ignored the legality of the BASIC ROM or obtained permission to use it.
