It's not.  It's intended to go in slot 0 in a II or II+, with a cable from a
socket on the card to one of the RAM sockets (rear left, IIRC...it should be
white instead of black) on the motherboard.  With the IIe, this
functionality is built in.  You want to get at least an extended 80-column
card (with 64K) to put in the auxiliary slot; these should be dirt-cheap on
eBay.  Something bigger, like a RamWorks (which can hold 1 MB on the card
and had expansion options for another 2 MB or more), would cost a bit more,
but 99% of the software that will run on a IIe will be happy with 128K.
