//e's have a colour killer dipswitch in the middle of the board. Flip that
off and you should get colour. However since you have a French //e it might
well be putting out SECAM instead of PAL. If the switch is off any non
black/white stuff will display a black and white bit pattern instead of
colours. Run Brickout and flip the switch you should see the difference
fairly clearly.
On the Europlus if you change the crystal frequency and resolder the two
traces you'll get proper NTSC instead, it might be easier to find an
NTSC->PAL converter than finding a Apple PAL card (Which is RGB IIRC and
hence finding a matching monitor in these all VGA days might be hard)
