It sounds like there may be a problem with your Ultraterm.

You may also want to do a little circuit tracing and verify that you
have the (actual) video output connected to your monitor.

Try bypassing whatever "video switch" is on the board.

If you can, you may want to check that its video generator (6845?) is
getting a clock signal and is generating SRAM addresses.
