It sounds like the /// or ///+ is a better machine than a //e. so what

I believe the Apple III has the same video resolutions as the IIe. Double high resolution is 560x192 in monochrome or 140x192 in 16 colours. The Apple III+ added an interlaced video mode, presumably 560x384, but I don't know what the colour limitations are. Someone please feel free to correct me on this!

Are Apple // & /// RGB
monitors TTL or analog?

The Apple III uses digital RGB. The Apple IIGS use analogue RGB.

I've used the IIgs monitor on the /// and it works. The colors might not be "correct" but it works.

None of
the other Apple II models have RGB as standard,

However, Apple DID make an RGB monitor for the IIe.

so to use an RGB monitor
you need to add an RGB card. The cards may have either digital or analogue RGB outputs.

What's the sync rate?

The horizontal sync rate is about 15 kilohertz, the same as a regular TV.

How do I tell an Apple RGB monitor from a macintrash vga monitor?

Find out the model number then look for it on the Internet.

Nitpick: The old Macintosh RGB monitors are not VGA. Mac monitors run at 35kHz and use composite sync, VGA runs at 31.5kHz and uses seperate sync. Of course over the years both types changed to multifrequency and Apple did later support the cheaper VGA monitors.
