This is the first of what will probably be several posts that'll tell you
you're in the wrong newsgroup.  comp.sys.apple2 is an Apple II newsgroup,
not a Mac newsgroup; you would do well to direct future questions about your
iMac to one of the comp.sys.mac.* newsgroups.

That said, if a FireWire or USB drive enclosure passes the relevant commands
through to the drive, I would think it'd work the same way as if you had the
drive connected directly to an IDE controller.  Drive enclosures tend to be
machine- and OS-independent, so if the enclosure supports it and you have
the appropriate settings enabled, the drive should spin down.  For a
Mac-specific answer, you would want to ask somebody in one of the
aforementioned comp.sys.mac.* newsgroups.
