Missing here is the set up of the modem port on the IIgs.
Enter the Control Panel by holding OPTION on boot, or by
pressing OPEN-APPLE, Control, ESCape. Enter the Control
Panel. Now go into slots and make sure slot #2 is set to
Modem, then go back to the previous screen and go to the
modem entry and set your baud rate to 300, N, 8, 1. Now
if IN#2 doesn't work, then try PR#2.
: On the PC comm program, select a Text or ASCII transfer (e.g.
like
: Send Text File if using HyperTerm) and pick the file adtgs.dmp
to send.
This should work.

Not sure, but the Mac modem cable might be wired NULL
so you might want to use a straight cable from the PC
to the Modem cable. Just a thought if the previous
stuff fails.
