Newer versions of the MAME emulator (at least, Mame32 on Windows which uses
DirectX; I can't speak to other platforms) provide this - arcade games from
the 80's were typically experienced with the player standing only a foot
away from a 20" screen. For the true emulation experience, MAME uses filters
like Bryan is trying to create to provide a very "authentic" look.
So MAME might be a good place to start out looking for how to best
accomplish this.
