There have been some good answers given and I learned some new stuff
from them (I didn't know that a IIe could be switched to Dvorak at
all) but personally, I'd be more likely to just set up a IIgs and go
into the control panel and switch the keyboard layout to Dvorak.  The
only physical work that would need to be done is to change the key
caps on the keyboard.  No cutting, soldering or anything.  :-)
