Yes you can use Isopropyl Alcohol and cotton swabs to clean the heads
on your Disk II.

Since you do not have any boot disks, I recommend you download the Dos
3.3 dump and manually enter it using the monitor (call-151) and then
"init" a blank diskette. From there you will be able to setup the
serial port (Apple Super Serial Card) to run ADT (Apple Disk Transfer)
between the Apple and a PC. Download your disk images (.dsk) from the
internet to the PC, and ADT them to the Apple: this creates a 140k dos
disk with all the files.
