Sounds like the 70ns delay logic enabled by the high-order bit of 
bytes in the hi-res screen is not working.

In a pre-//e, this is implemented by the 74LS02 at B13.  In a //e it's
implemented by the video PAL.

I presume that lo-res colors and DHR colors are normal?
