This is normal for a straight Apple II. If you press contrl reset it should
reset back to a ''*" prompt. Control B puts you in basic.

I've seen keyboards so dirty that they don't type anything, check the cable
connection from keyboard to mainboard. Does the power light come on?

Removing and reinserting the IC's will clean the sockets for you. Remember
static can cause damage. Touch the power supply case to make sure you are
grounded the same as the system before touching anything.
