Paint Shop Pro can be adjusted for degree of compression also.
I've decreased file size as mush as 75% using the compression
modes in PSP by resetting this feature. For some things it is
not feasible, as in when you need to be able to read numbers
on chips or to see traces on a card, but for pages of text,
it's great.
