I'm not sure what software you are using.

One of the Corvus software disks is called BASICS UTILITIES 25-OCT-82 and
contains utility programs.

I assume you ran BSYSGEN to format the drive.  It should end with the
message

FORMAT DONE
DRIVE IS FORMATTED WITH xx BASIC VOLUMES

Is this what you have?
